Intelligence Management
The recently established SpecTal Center for Excellence in Intelligence Management (CEIM) focuses on the business of intelligence. SpecTal established the CEIM to focus efforts and resources on what we see as a vital need across the Intelligence Community (IC). Our expert team has experience in multiple IC agencies crafting new intelligence dissemination procedures, training reports and requirements personnel, validating and vetting information and its sources, and ensuring the protection of sources and methods. The CEIM is a company-wide resource that can be called upon to provide ad hoc consulting services or permanent staffing for any of our customers at any time.
Our philosophy is built upon three simple precepts:
- The belief that consistency and coherence in intelligence sharing processes and mechanisms makes our nation stronger and safer: If 9/11 showed us anything, it is that inconsistencies in dissemination criteria and the manner in which information is distributed within the U.S. Government can have dire effects.
- The understanding that form should follow function: If our goal is to get information to those who can take action upon it, while protecting sources and methods, then “that’s the way we’ve always done it” is not a good basis for future procedures and processes. An ability and willingness not only to “think outside the box” but also to think across multiple boxes is essential.
- The ability to distinguish between “process” and "processing”: Process is a vision of how information can and should flow to the benefit of our national security; processing is just going through the motions. In the end, it doesn’t really matter if the period goes inside or outside the parentheses.
SpecTal’s group of experienced reports officers work at various locations across the IC and overseas. Our experience has given us an awareness of the growing need for reports officers and particularly for experienced personnel who can build an intelligence reporting program, or help train and mentor the next generation of reports officers. Our staff has an established program for developing well rounded reports officers, for assisting with reports tasks where staffing shortages are critical, and for providing training and mentoring without adding to the demands of government officers. SpecTal’s approach is to tailor each program to the customer’s specific needs. We recommend initiating a reports program small-scale and building the capability at a pace and level that matches each customer’s requirements. Our knowledge of current intelligence reporting requirements, combined with our experienced staff, bring an immediate, relevant and valuable service to our customers.
More than 10 collection management officers form the core of SpecTal’s CEIM. These individuals all have experience in various aspects of intelligence collection and reporting as well as in intelligence operations. Our staff includes the former Chief of Intelligence for the CIA Directorate of Operations, and the former CIA Deputy Director for development of policies for collection, dissemination, and sharing of intelligence. Our staff has extensive overseas experience in intelligence collection management. Together they offer expertise in a wide range of disciplines to include:
- Program, plans, and resource management
- Validating intelligence information and sources
- Disseminating technical intelligence and information from highly sensitive operations
- Vetting and validation of hard target assets
- Strategic planning and coordination with the Intelligence Community and U.S. policymakers
- Integrating non-traditional intelligence information into the intelligence cycle
- Training in intelligence tradecraft and support to sensitive programs
- Reporting of information on U.S. persons
